SOCIAL AND ECONOMIC SITUATION, TWO MONTHS OF 2012

Provinces in the Mekong Delta were in the process of harvesting early spring rice crop, 211,900 ha had been completed, equaling 57.7% from the same period last year.

As of 15 February, the country had 212,900 ha of maize, 63,900 ha of sweet potato, 75,700 ha of soybean, 94,200 ha of peanut and 329,300 ha of vegetables cultivated, equaling 86.6%, 100.1%, 85%, 99.1% and 102.9% respectively from the same period last year.

According to preliminary reports, in the two beginning months of the year, the herd of buffalos and oxen were estimated to reduce 7%; the herd of poultry, although impacted by the bird flu epidemic still increased; pigs rose 3-4% from last year’ same period.

Forestry

In two months, the country’s concentrated planted area was estimated to reach 1,150 ha, up 15%; dispersed planted trees  reached 30.7 million, up 3.1%; wood production reached 593,000 m3, up11.2%; firewood production reached 4,934,000 m3, up 2.3% from last year’ same period.

83 cases of destroying forest were discovered and treated; destroyed area was 34 ha in the two months.

Fishery

Generally, two months’ fishing production was estimated reaching 739,300 tons, up 3.9% from the same period in 2011, of which there were 320,400 tons of farmed products, up 5.2%, and 418,900 tons of caught products, up 2.8%.

Industry

Generally, two months’ Industrial Production Index (IPI) rose 3.9% from the manufacturing rose 2.4%, the power, gas water rose 11.7%. Among the above three industries, production of the manufacturing still met many difficulties, its IPI in 2 months of the year was much lower than the 18.2% pace in last year’ same period.

The consumption index for the manufacturing in January this year reduced much, equaling only 76% from December 2011 and 83% from the same period in 2011. The stock index as of 01/02/2012 for the whole manufacturing sector rose 17.4% from last year’ same period.

Investment

Generally, two months’ realized investment capital from the state budget was estimate to reach 22.030 trillion dongs, equaling 11.5% of the yearly plan and rising 1.2% from the same period in 2011. Of which, capital under central management was 5.430 trillion dongs, equaling 10.7% and rising 8.3%, capital under local management was 16.600 trillion dongs, equaling 11.9% and slowing down 1% respectively from the same period last year.

Attracted FDI from beginning of the year to 20/02/2012 reached USD1,230.9 million, equaling 45.5% from last year’ same period. Of which, the registered capital of 65 newly licensed projects was 910.9 million USD, equaling 42.2% of the number of licensed projects and 44.6% of the registered capital against the same period in 2011; additional registered capital of 25 times of projects licensed from previous years was 320 million USD. The realized FDI in the first two months of this year was at an estimation of 1 billion USD, slowed down 9.1% from the same period in 2011.

Of the total registered capital invested in various sectors, the manufacturing gained 994.3 million USD; including 683.8 million USD from 26 newly licensed projects and USD 310.5 million added capital; the transport and warehouse gained 180 million USD from 01 newly licensed project.

Government revenues and expenditures


As estimated, total Government revenues from the beginning of the year to 15/02/2012 reached 86.8 trillion dongs, equaling 11.7% of the yearly estimate, of which domestic revenues gained 59.2 trillion dongs, equaling 12%; from crude oil 11.3 trillion dongs, equaling 12.9%; from export-import balance 15.9 trillion dongs, equaling 10.3%. Of the domestic revenues, receiving from the state-owned enterprises accounted for 15.5% of the yearly estimate; from FDI enterprises (excluding crude oil) was 10.8%; from non-state industrial, commercial and service taxes was 11.5%; from taxes imposed on high-income persons was 9,7%; environment protection tax was 9.9%; and from other fees was 7.7%.

As estimated, total Government expenditures, from the beginning of the year to 15/02/2012 reached 100.7 trillion dongs, equaling 11.1% of the yearly estimate. Of which spending for investment and development was 18.4 trillion dongs, equaling 10.2% (spending for capital construction only was 17.8 trillion dongs, equaling 10.2%); for economic and social development, national defense and security 66.5 trillion dongs, equaling 11.1%; for paying debts and aids 15.8 trillion dongs, equaling 15.8%.

Total retailed sales of consumer goods and services

As estimated, total retailed sales of consumer goods and services for the two beginning months of this year reached 380.3 trillion dongs, up 22% from last year’ same period, and it would be 4.4% if the factor of price rise were excluded. Of which, the trade business gained 297.9 trillion dongs, accounted for 78.3% of the total and up 20.6%; the hotel and restaurant reached 42.8 trillion dongs, accounted for 11.3% of the total and up 25.6%; the service achieved 35.9 trillion dongs, accounted  for 9.4% and up 31.7%; the tourist gained 3.7 trillion dongs, accounted  for 1% and up 17.1%.

Generally, two months’ export turnovers reached 15.3 billion USD, up 24.8% from the same period in 2011, of which the domestic economic sector gained 5.7 billion USD, up 4%; and the FDI sector (including crude oil) gained 9.6 billion USD, up 41.5%.

Generally, two months’ import turnovers reached 15.9 billion USD, up 11.8% from last year same period, of which the domestic economic sector gained 7.7 billion USD, reduced 6.4%; and the FDI sector achieved 8.2 billion USD, rose 36.8%.

Two months’ trade deficits were at an estimation of 628 million USD, equaling 4.1% of total export turnovers.

Consumer price indexes (CPI)


February’s CPI rose 1.37% from January; groups of goods and services with higher pace than the general were housing and construction material up 2.47%; catering and related services up 2.11% (grain food reduced 0.41%; foodstuff rose 2.73%). Remaining groups that had lower than 1% or decreased pace were drinks and tobacco up 0.86%; garments, hats and footgear up 0.55%; culture, entertainment and tourism up 0.52%; family appliances up 0.41%; medicines and health care up 0.29%; transport up 0.23%; education up 0.07%; postal and communication service down 0.16%.

February’s CPI rose 2.38% from December 2011 and 16.44% from last year’ same period. Average CPI in the two months rose 16.85% from that in the same period last year.

February’s gold index rose 3.27% from January; reduced 0.47% from December 2011 and rose 24.01% from last year’ same period . February’s US dollar index reduced 0.41% from January and 0.36% from December 2011 but rose 1.24% from the same period in 2011.

Carriage of passengers and cargos

As estimated, passenger carriage, in  the two months reached 532.9 million participants, up 13.6% and 22.6 billion passengers-kilometers, up 11.8% against last year’ same period. Of which central transport gained 7.8 million participants, up 9.7% and 5.4 billion passengers-kilometers, up 7.9%; local transport reached 525.1 million participants, up 14.3% and 17.2 billion passengers-kilometers, up 12.2%. Land transport reached 494 million participants, up 14.4%, and 16.9 billion passengers-kilometers up 12.4%; river: 33,5 million participants, up 2.8% and 707.3 million passengers-kilometers up 4.9%; airway: 2.5 million participants, up 10.5% and 4.3 billion passengers-kilometers up 11%; railway: 1.8 million participants, up 6.5% and 643.3 million passengers-kilometers up 8.8%; seaway: 1 million participants, down 1.3% and 56.5 million passengers-kilometers down 2.7% from the same period last year.

As estimated, two months’ cargo transport reached143.2 million tons, up 8.4% and 32.8 billion tons-kilometers, down 2.8% from last year’ same period, of which the domestic transport gained 136.8 million tons, up 10.3% and 9.9 billion tons-kilometers up 3.8%; the overseas transport reached 6.4 million tons, down 4.3% and 22.9 billion tons-kilometers down 3.6%. Land transport gained 113.2 million tons, up 10.7% and 6 billion tons-kilometers up 11.1%; river: 21.3 million tons, up 2.8% and  2.3 billion tons-kilometers up 1.8%; sea: 7.8 million tons, down 7.3% and 23.9 billion tons-kilometers down 6.5%; rail: 0,9 8 million tons, down 15.9% and 489.4 million tons-kilometers down 13.4%.

Postal and communicational services

As estimated, two months’ number of new telephone subscribers reached 1.94 million, up 34.1% from the same period in 2011, including 4,900 desk telephone subscribers, equaling 24.6% and over 1.93 mobile phone subscribers up 35.6% from the same period in 2011. The number of telephone subscribers over the country as end of February 2012 was at an estimation of 134.2 million, up 3.6% against last year’ same period, including 15.3 million desk telephone subscribers, down 1.4% and 119 million mobile phone subscribers, up 4.3%.

The number of broadband internet subscribers as of end of February 2012 was at an estimation of 4.3 million, up 18.2% from the same period last year. The number of internet users as of end of February 2012 was at an estimation of 32.6 million, up 18.4% from the same period in 2011. Two months’ total postal and communicational service net income was at an estimation of 22.1 trillion dongs rose 21.4% against the same period last year.

International visitors to Viet Nam

International visitors to Viet Nam in 2 months this year were at an estimation of 1,311,800, up 27.1% from last year’ same period. Of which, visitors coming for tourist purposes were 779,000, up 27.2%; for business purposes 223,700, up 39.4%; for visiting relatives 234,200, up 19,3%.

Social issues

Farmers’ hunger

The country, in February 2012 had 53,900 households suffered from food shortage, down 62.4, in proportion to 214,700 hunger persons, down 63.4% from last year’ same period. To overcome the problem, all administrative levels since the beginning of the year have supported hunger households 13,600 tons of food and 22.4 billion dongs. In February only, 900 tons of food was provided to support difficult families.

Epidemic diseases and food poisoning

Generally, the country in 2 months had 6,300 cases of foot, hand and mouth disease. The disease occurred on a large scale with 60 per 63 provinces/cities having persons infected (9 died); 4,800 cases of hemorrhagic fever (2 died); 37 cases of viral encephalitis; 11 cases of meningococcal disease (2 died) and 25 cases of typhoid.

More 833 cases found infected with HIV in the month, bringing total HIV-infected persons over the country as of mid-February 2012 to 250,900, of which 101,800 cases turned to AIDS and 52,400 persons died of AIDS.

Generally, in 2 months, there were 7 cases of food poisoning, infecting 194 persons, of which 3 died.

Traffic accidents

In January 2012, the country had 1,036 cases of traffic accidents, killing 930 persons and injuring 763 others. As compared to the same period last year, cases of traffic accident decreased by 17.0%; the death by 11.0%; and the injured by 17.8%. On average, each day in January this year, the country had 33 cases of traffic accidents, killing 30 persons and injuring 25 others.

Environment protection, social order and security

According to preliminary reports, there were in February 92 cases of violating the environmental sanitary, of which 44 cases were treated with total fine of nearly 860 million dongs. Recently, combustions and explosions occurred in many places. In February, the country had 95 cases of combustion and explosion, with loss value of over167 billion dongs.
